Russian President Dmitry Medvedev has bestowed the Order of St. Andrew, the country's highest award, on the last leader of the USSR, on the occasion of his eightieth birthday. Former Soviet President Gorbachev, according to the BBC, is "to receive the actual decoration later."
Gorbachev does already have a Nobel Peace Prize.
