THE TWENTY-EIGHTH (AND LAST) CONGRESS OF THE COMMUNIST PARTY OF THE SOVIET UNION (CPSU) MEETS IN THE PALACE OF CONGRESSES, THE KREMLIN, MOSCOW, JULY 1990
On August 29, 1991, the Supreme Soviet of the USSR voted "to suspend all activities of the Communist Party pending an investigation of its role in the coup" against Mikhail Gorbachev. More of the story is to be found here.
By the end of 1991, the USSR itself ceased to exist.
